The “Ministerio de Salud Pública” (Ministry of Public Health), and the “Ministerio de Industria, Energía y Minería” (Ministry of Industry, Energy and Mining) were the first organisms that decided to implement the electronic file to handle all the paperwork and administrative procedures.

Montevideo, Uruguay –December, 2009 –The first public organisms that have implemented the electronic file were the Ministry of Public Health and the Ministry of Industry, Energy and Mining, which were like “guinea pigs”, as the deputy secretary of Industry, Eng. Roberto Kreimerman said in the project launch event, on Wednesday, December 9th.

The Project, lead by STATUM, together with its tool, ApiaDocumentum, was implemented in a record time of only 45 days. It includes more than 10 running units of both Ministries, more than 1500 officials and 270 procedures of different size have been digitalized, taking into account all the 500 decree. Besides, STATUM provided the service of managing digital certificates for the electronic signature.

The beginning of the digital era in the two ministries was like the “big bang”, meaning that on Monday, December 14th, all of a sudden, they stopped working on paper and started working in a digital system without precedents in the Uruguayan State.

AGESIC estimates that in the following 3 years, the solution will be implemented in more than 200 running units of public organisms, such as ministries, departments, bodies, public institutions, etc, that will make the Uruguayan government to be connected with a 100% digital administration, that is, an e-government.
